The Governor’s Gold Seal Award is Florida’s most prestigious designation for excellence in Long-Term Care. It’s issued by the Governor’s Panel on Excellence in Long-Term Care under the Agency for Health Care Administration (AHCA) and the Florida Health Care Association.
To understand why the Gold Seal is so rare, let’s review the exact criteria nursing homes must meet to receive it, as established by the Florida Gold Seal Program.
To qualify, communities must satisfy all the following:
- Top-tier quality of care scores
Communites must rank in the top 15% in their region or top 10% statewide and hold an overall five-star rating in the AHCA Nursing Home Guide. You can easily search for this information using this tool. 
- Zero Class I or II deficiencies in licensure surveys for at least the 30 months prior to application submission. This means the community has had no serious regulatory failures during that lookback period.
 
- Financial soundness and stability
Applicants must be in operation for over 30 months and supply GAAP-compliant financial statements for the past three years, as verified by a certified public accountant (CPA). They must also meet benchmarks such as positive current ratios, net worth, or sufficient cash flow. 
- Consumer satisfaction, family and community engagement, and staff stability
 
Communities must engage their residents and families in satisfaction feedback, regularly involve community and family members, maintain a stable workforce (including low staff turnover or high retention among nurses and CNAs), have a clean record with the State Long-Term Care Ombudsman Council, and provide targeted staff training.
- Ongoing review and approval
 
Applications are reviewed twice yearly by panels convening in spring and fall. Decisions are made by the Governor’s Panel on Excellence in Long-Term Care.
